Your AI vendor's incorporation and size decide whether its accounts are public

We traced where the revenue figures on our list of AI companies come from, then read the filing rules in the UK, Norway and the US, and the terms some vendors' customers sign.

For a buyer checking whether a vendor’s accounts are public

In short

  • GOV.UK says a company meeting any two of three small-company tests can choose whether to send its profit and loss account to Companies House.
  • Norway's accounting act says annual accounts are public and anyone may see them, and a copy must go to the Register of Company Accounts within one month of adoption.
  • EDGAR lists one filing for a filer named Eleven Labs Inc., the name in ElevenLabs's EEA, Swiss and UK terms: a Form D whose revenue range reads "Decline to Disclose".

notis drafts its stories with Claude, which is made by Anthropic, one of the companies whose accounts it reads.

Our list of AI companies holds 75 revenue figures, 37 for European companies and 38 for US ones. We wrote one rule that sorts each figure by the web address of its source: a filing (a company register, the SEC, a listed company's annual report, or a site that shows a named register filing), the company's own site, or anything else. On 3 November a script applied the rule to all 75 rows. On 4 November a separate AI run coded the same rows by the same rule without seeing the first count. Both counts found that 21 of the 37 European figures come from a filing, and none of the 38 US figures.

The two counts agreed on all 75 rows, a Cohen's kappa of 1.0. Because the rule reads only the address, that shows it gives the same answer when applied twice; it does not show that anyone read the filing behind each address. None of the figures on the list has yet been checked by our editor, so this piece prints only figures from pages we opened again on 4 November.

We wrote a test in three parts before the second count. The piece would not run if the second count found half or fewer of the European figures filed, or if the two counts agreed with a kappa under 0.4. It would not run if a private US company on our list, not listing and not crowdfunded, had its revenue in a public filing. And it would not run if a rule we cite did not say what our sentence says. The first did not happen: the second count found 21 of 37, and the kappa was 1.0. The second was not triggered within the 18 US companies whose EDGAR filings we read: one of them, Replit, gives revenue in a public filing, but it is a crowdfunding filing, which the test excludes. The third did not happen: each rule we cite was read against its page on 4 November and says what our sentence says.

A count by continent does not say why a figure is on file. So we read the filing rules, and the terms a customer signs, behind the count.

Fifteen European companies on our list carry a revenue figure that does not come from a filing, and ElevenLabs, Hugging Face and Fyxer are three of them. We matched each brand to the EDGAR filers and Companies House records above by name; no page we opened makes that match for us. Lovable is a fourth, and its terms sit on a site outside the list of sources this publication cites, so this piece does not use them. We did not check the other 11 at a register or at the SEC.

Part 3 of 4Norway's accounting act makes filed accounts public

Norway's accounting act says the annual accounts, the directors' report and the auditor's report are public, and that anyone has the right to see them. 17Source 17Lov om årsregnskap m.v. (regnskapsloven), kapittel 8 · Lovdata · checked 4 Nov 2026 It requires a copy of the accounts to reach the Register of Company Accounts no later than one month after they are adopted. 18Source 18Lov om årsregnskap m.v. We also opened Sweden's annual accounts act on 4 November, and the German, French and Estonian rules were on our plan. Their sites are not on the list of sources this publication cites, so this piece does not use them. The EU accounting directive's page returned no content to us three times on 4 November, so we could not open it.

Part 4 of 4The SEC says Form D is used to file a notice of an exempt offering

The SEC says a company must register and report if it has more than $10 million in total assets and a class of equity held of record by 2,000 or more persons, or by 500 or more who are not accredited investors, or if it lists on a US exchange. 19Source 19Exchange Act reporting and registration · U.S. Securities and Exchange Commission · checked 4 Nov 2026 Form D, in the SEC's words, "is used to file a notice of an exempt offering of securities". 20Source 20Filing a Form D notice · U.S. Securities and Exchange Commission · checked 4 Nov 2026

For 18 US companies on our list, we matched an EDGAR filer by name and opened its latest Form D or amendment, judged from EDGAR's filing lists. Each of the 18 reads "Decline to Disclose" in the revenue box, and they were signed between July 2019 and October 2026. 21Source 21Form D: Databricks, Inc. · SEC EDGAR · checked 4 Nov 2026 We did not search EDGAR this week for the other 20 US companies with a revenue figure on our list, so this is a bound on what we read, not a finding about them.

In the filings we opened this week, one private US company on our list gives revenue. Replit, Inc. filed a Form C through Wefunder Portal LLC on 7 April 2022 that gives revenue of $297,143 for its most recent fiscal year. 22Source 22EDGAR filings list: REPLIT, INC. · SEC EDGAR · checked 4 Nov 2026 The SEC's crowdfunding rules require crowdfunding offerings to run online through a registered broker-dealer or funding portal, and require disclosure in filings with the Commission. 23Source 23Regulation Crowdfunding · U.S. Securities and Exchange Commission · checked 4 Nov 2026 Replit's filing is more than four years old.

Anthropic's figure on our list came from its own site. Its S-1/A states revenue of $33,242 million for the nine months ended 30 September 2026, $16,956 million for the three months ended 30 September 2026 and $11,555 million for the three months ended 30 June 2026. 24Source 24Anthropic, PBC Amendment No. 1 to Form S-1 (filed 2 Nov 2026) · U.S. SEC / Anthropic, PBC · checked 3 Nov 2026 · carried

We will open the filing history of Eleven Labs Ltd at Companies House again when its accounts for 2026 are filed. If they carry a statement of income, the sentence above that says the company opted not to file one changes.

What it means for you · our view

Whether a vendor's accounts can be read depends on the company its terms are with, so start from the exact name the terms give. A filing on record can still lack the figures a buyer wants, through the UK small-company option or a Form D that reads "Decline to Disclose". Look that company up at Companies House, on EDGAR or in the register of the country where it is incorporated, and record whether its latest filing is group accounts, small or micro company accounts, or only a Form D notice.
