The text says every company is responsible for developing its own technology safely and in a way that builds trust. It asks each company that trains and deploys frontier models to put four layers of controls and audits in place. The first is internal controls that monitor a model's capabilities and alignment during training and deployment, including around cybersecurity, biosecurity and chemical threats, and that ensure models do not hack or access technical systems in unintended ways. The second is an internal team to make sure the controls are working and issues are fixed. The third is an independent external auditor or evaluator. The fourth is an independent committee of the board of directors that receives reports from those teams and auditors.
The participating companies say they will meet regularly to set standards and best practices. The text says it may make sense over time to codify the steps into laws or regulations, and that each company is committed to the controls whether or not they are required. The text states no penalty for a company that does not follow it.
